Energy Efficiency Top Down Approach - Improving Energy Performance of Government Buildings

The project was funded by the Dutch Ministry of Foreign Affairs (MATRA) and British Embassy, Tbilisi (activities related to the energy audit of one of the government buildings).

Goal -
Contribution to the national energy security and global environment through the improvement of energy efficiency of state owned facilities and reduction greenhouse gas emissions in response to the challenge of climate change.

Objective (s)

  1. Promote the benefits of energy-saving technologies and practices in the government buildings among the energy managers or other decision makers responsible for the energy related issues;

  2. Provide employees of various government agencies in Tbilisi with the information and increase their awareness on how energy resources are used in the workplace and how their actions can directly affect energy consumption both at work and at home;

  3. Reduce the energy consumption by the buildings housing various government agencies and ministries in Tbilisi by changing employees' attitudes and behavior;

  4. Increase public awareness on available energy saving technologies and measures as means of saving money as well as reducing fuel use thus contributing to the reduction of emissions and environmental protection

  5. Contribute to the development of the Energy Efficiency policy and action plan by the Government.

The project primary target groups are: representatives of various ministries, government agencies and departments responsible for energy related issues and the employees of these agencies.

Another much broader target group is the population of Tbilisi and regions in general, which could be reached via PSAs broadcasted via public television channel 1 and community TV channel.

Project activities include: Publication of the brochure “Be Energy Saver at Work and Home to save environment”, posters and PSAs with the main message that low cost/no cost do-it yourself energy efficiency measures and human behavior can reduce energy usage and contribute to the reduction of emissions into atmosphere and environmental protection, organization of energy efficiency information seminars for the energy managers from various ministries, state agencies to provide them with information on cost efficient and environmentally sound energy saving technologies and present case study-energy audit of one of the government buildings, presentation of project results and findings to the representatives of Ministry of Energy and other governmental structures, donor community and media at the round table.


Energy audit of one of the government buildings

This pilot activity to perform the energy audit of one of the government buildings and residence of the British Ambassador has been funded by the British Embassy in Georgia.

Project Purpose

Demonstrate current energy performance of governmental buildings based on the findings of the Energy Audit of the one governmental building and show advantages of applicable energy efficiency measures to the building operational managers.

Project Outputs

Energy Auditing report of one of the governmental buildings in Tbilisi Ministry of Education and Science with the recommendations on the improvements of the building performance.

Main Activities

Energy Auditing includes an evaluation and analysis of the existing situation and the various measures that could be implemented to reduce the energy consumption and improve the indoor environment.

Energy Auditing will be performed in several steps:

Project Identification - building technical data, energy consumption statistics, etc;

Scanning - Inspection of present situation, Energy calculations, Economical calculations of the energy conservation measures, scanning report, present energy consumption and energy prices

Energy Auditing:  

  • Preparation (general building data, scanning report)

  • Inspection (inspection checklist, measuring equipment)

  • Building state description (general building data, inspection checklist, drawings, technical specifications).Building state description will be prepared for: building envelope, heating, ventilation, water supply systems, fans and pumps, lighting system, various equipment, cooling system, outdoor.

  • Energy Calculations using energy calculation software, define ENCON potential and Energy budget)

  • Economic calculations (ENCON (energy conservation ) measures-investments)

  • ENCON Potential

  • Energy Audit report

The Energy Auditing Reports and their findings will be presented to the building owners.

The Energy audit of the government building will be as a case study for discussion during 2 information seminars for at least 60 energy managers from various government agencies and ministries and the round table meeting with the representatives of Ministry of Energy and other governmental structures, Parliament, NGO and donor community, media arranged within the project financed by the Netherlands Ministry of Foreign Affairs through MATRA small Embassy projects (KAP) program.

The project implementation will contribute to the sustainable development: The realization of the recommendations of the energy audit findings will contribute to:

  • a substantial reduction of energy consumption by the building and the reduction of expenditures on energy;

  • improvement of energy performance of the building and reduction of the GHG emissions.

  • creation of better working environment for the employees.
