Energy Auditing of Buildings
First programme in Energy Auditing
of Buildings 2004 :
The first combined training and project development programme
on “Energy Auditing of Buildings" for the specialists from
Azerbaijan and Georgia was conducted within the period
April-August, 2004. The Norwegian programme offered hands-on
training on identification, development and implementation
of energy efficiency projects according the ENergy
CONservation Process (The ENCON Process).
The goal was to train engineers and specialists on Energy
Auditing of Buildings, enabling them to complete all the
steps of the ENCON Process, including:

Project
Identification and Scanning to select the most suitable
projects;

Energy
Auditing, development and presentation of Energy Audit
Report;
-
Development
of procedures for Operation & Maintenance and Energy
Monitoring of Buildings;
-
Planning of
efficient project implementation.
The target group for the training programme were the staff of
the Centres, external consultants, representatives from
building owners and educational institutions. The Programme
was planned and implemented together with the Cleaner
Production and Energy Efficiency Centers in Azer¬baijan and
Georgia.
Certificates were awarded to 28 participants from both
countries.
During the Programme 4 Energy Audit Reports were developed by
the Georgian participants. Key figures from the projects are

Second programme in Energy
Auditing of Buildings 2005 :
The second programme on Energy Auditing of Buildings was
started in June, 2005.
The Georgian Technical University (GTU), Energy Efficiency
Center Georgia (EEC) together with ENSI – Energy Saving
International AS, Norway, had conducted the First Seminar on
"Energy Auditing of Buildings - Combined Capacity Building
and Project Development” for the trainers. There had been
invited 16 participants: professors, lecturers and
specialists from GTU, EEC and PA Consulting Group to the
seminar.
In the First Seminar on "Energy Auditing of Buildings” the
following six building were given by Municipality for
developing energy audit projects: Kindergarten N 24 ,
Swimming Pool, Didube Municipality building, Municipality
Office Building, Metro station, Maternity Home.
In September 2005, a framework agreement for the programme
“Municipal Energy Efficiency Planning for Buildings” had
been signed between ENSI – Energy Saving International AS,
Energy Efficiency Centre Georgia and Tbilisi Municipality.
The aim of agreement is introduction of methodologies for
establishing Municipal Energy Efficiency Plan (MEEP) for the
municipal buildings of Tbilisi.
At the end Scanned and Energy Audited projects were developed
in three municipal buildings and it is planned to implement
a Demo Project on one of these buildings. Simultaneously,
according to the huge willingness of the Municipal Economic
Policy Department – office there is being performed an
Energy Audit of Metro Station “Freedom Square”.
The second programme on Energy Auditing of Buildings, will
finish in April of 2006.
